Disappointment over calf scheme

Orkney MSP Liam McArthur has expressed disappointment that the European Commission has rejected the case to provide additional support for small-scale beef farmers.

Proposals put forward by NFU Scotland, and backed by Scottish Ministers, would have ‘front-loaded’ payments for the first ten calves, as a way of benefitting those with smaller herds and new entrants into the industry.  Commission officials, however, have confirmed that this will not be feasible under the new CAP rules.

Commenting on the decision, Mr McArthur said: “I am disappointed that EU officials have rejected the idea of front loading Beef Calf Scheme payments.  This proposal would have brought added benefits to smaller producers, particularly those in the outer islands in Orkney, without impacting on overall budgets.

“The Commission seemed concerned about the added complexity and the implications of this for effective auditing.  I do not believe that these would have been insurmountable, but it is clear that the Commission is not to be persuaded.

“Despite this news, beef producers in the islands will still receive an enhanced payment.  Along with the local industry in Orkney, I argued strongly for this to happen, reflecting the higher costs faced by island producers.  To his credit, the Agriculture Secretary took on board those arguments and responded positively.  Sadly, the same has not been true of the Commission, though the mid-term review of CAP may offer another opportunity to come back to this issue in future years.”
